JEFFREY (JEFF) R. FRANKS, MPA '88

Division Chief, European Department, International Monetary Fund, Washington, DC

After college, Jeff spent a semester studying at the University of Costa Rica in San José and interning at the U.S. embassy there before starting at WWS in 1985. After his first year of the MPA program, he did an internship with USAID in Somalia. He then took a year off from Princeton and completed a Master's degree in Development Economics from Oxford University.

Upon graduation from WWS in 1988, Jeff headed north to Harvard, where he completed a PhD in Political Economy and Government. While at Harvard, he worked as a teaching fellow and as a consultant in Peru, Bolivia, and China. Jeff received a Fulbright scholarship to conduct his dissertation field research in Bolivia on the informal sector of the economy. While living in Bolivia, he also worked as an adviser to the mayor of La Paz.

In 1992, Jeff was accepted into the Economist Program at the International Monetary Fund, and began his career there. In the early 90s, he worked in the European department of the IMF on Spain, Israel, Turkey, and FYR Macedonia. He also spent 6 months on leave from the IMF as a Research Fellow at the Bank of Spain in Madrid. In 1997, Jeff moved to work on Latin American countries. He was desk economist for Argentina and then spent 3 years as the IMF Resident Representative in Quito, Ecuador, where he helped the country through a serious economic crisis that included a default on external debt, inflation exceeding 100 percent, and the dollarization of the economy. Upon returning to Washington, he led the IMF team for Paraguay for two years, during which time he negotiated the first IMF program in that country in over 30 years.

More recently, Jeff moved to head the IMF resident office in Kyiv, Ukraine, arriving just as the Orange Revolution broke out in October 2004. In Kyiv, he works on advising the government and central bank on their economic policies and coordinates a large technical assistance program that the IMF runs there. He is also studying Russian (and a smattering of Ukrainian) to add to his Spanish and French skills in working with the IMF around the world.

Regarding his training at the WWS, Jeff comments: " The policy analysis skills I learned at Princeton are ones I use every day in my work at the IMF. They are often more useful to me than the more abstract economic analysis tools I learned from my PhD The integration of economic analysis with political insight and training in public administration as taught at the WWS has been invaluable."
